Senator Karen Morgan, Chair

Senator Karen Morgan is a former high school teacher. She was first elected to the Utah Legislature in 1998. She served five terms in the House of Representatives and served one term in the Utah Senate where she served as the Minority Whip. Morgan championed key issues such as education, literacy, healthcare, economic development, and child protection. She founded the University of Utah Reading Clinic in 1999 through legislation she sponsored, and in 2011 she founded the “Best Schools Coalition,” which strives to make Utah’s public education system the best in the nation. Ms. Morgan has a Bachelors in secondary education from the University of Utah.

Judge William Thorne

Judge William A. Thorne, Jr. was appointed to the Utah Court of Appeals in May 2000 by Governor Michael O. Leavitt and served until his retirement in 2013. He previously served eight years on the Third Circuit Court and six years on the Third District Court. Judge Thorne received his B.A. from the University of Santa Clara in 1974 and his J.D. from Stanford Law School in 1977. A member of the Pomo/Coast Miwok tribes of northern California, he has also served as a tribal court judge in more than a dozen states. In 2016, he received the Distinguished Service Award from the National Center for State Courts and, in 2021, the Lifetime Achievement Award from the National American Indian Court Judges Association.
